Applying for L1B while on L2 and vice versa

Hi

I'm on L1A and my husband 's company is applying for his L1 B. However I have started the process of L2 for him. I wanted to find out if he gets his L2 can he still apply for L1B. 

Another question is if he enter States on L1 B while still retaining L2. Can I start his EAD process and once that is completed then he switches to L2. This is to ensure that he doesn't go out of working status.

An L2 application is filed by the person seeking the status and not by someone else as with an L1 petition. Furthermore, the L2 application cannot be filed with USCIS unless the person is in the USA.
