Applying H4 EAD WITH WITHDRAWN I-140

This is to apply H4-EAD for my wife, here is my case:

1. Until 09/06/16 I worked for employer A , and switched to employer B there after and my new H1B valid until 9/2019.
2. I have approved I-140 with employer A and current status says withdrawn, here are updates on the case, and it looks like they initiated the withdrawing on 11/30/2016.

Current status: Withdrawal Acknowledgement Notice Was Sent:On May 3, 2017, we received your request to withdraw your Form I-140, Immigrant Petition for Alien Worker , Receipt Number# , and completed our review. We mailed you a Withdrawal Acknowledgment Notice. If you do not receive your Withdrawal Acknowledgment Notice by June 2, 2017, please go to www.uscis.gov/e-request to request a copy of the notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.
11/30/2016:We updated your name for your Form I-140, Immigrant Petition for Alien Worker .
12/10/2014:We approved your Form I-140, Immigrant Petition for Alien Worker .
06/25/2014:On June 25, 2014, your Alien Registration Number for your I-140, Immigrant Petition for Alien Worker , was changed.
06/19/2014:We received your Form I-140, Immigrant Petition for Alien Worker .

3. My wife is in F1 OPT until 8/2018 and is working for an employer fulltime, and her H1B didnt get picked this year and worried it would happen again next year.

4. I would like to apply for H4-EAD (Both change of status F1 TO H4 and EAD along with it),  is she eligible for H4 EAD with my withdrawn I-140 from my earlier employer.
 

please let me know if my wife is elgible for H4 EAD, if they approve H4 only with out EAD , she will loose job. Thank you.
