Can I file I-485?

Hi,

My priority date is 11/12/2008 in EB2/India. When I look at August 2017 visa bulletin, it has "Final Action Date" as July 22 2008 and "Dates for Filing Visa Application" as 1 Feb 2009. I am not very familiar with these dates. Would you please let me know what these dates mean? Also, please let me know if I am eligible to file I-485,I-130,etc.  If I am eligible, how much time will it take for approvals of I-485/I-130, etc.

Hello Chirag, I am in the same boat. My PD is Sep 2008 and i also need to know if i can file for EAD and AP.

Did you get any feedback/more details on your question.

My attorney said "USCIS is not honoring the filling date this month". Not sure what it means.
