Public universities in a bunch of states allow in-state tuition for people on H4, as long as they have lived in the state for at least a year. I do know that this is possible in California and Texas (I have looked up the laws there), but it likely is possible in other states as well. Discuss this with the Registrar's office at the university you are interested in. Fees also depend on the university. So, check out public universities, and you will find out all about the rest once you do that. Link to comment
