H1B to H4 Change of Status

Hello All,

My H1B is valid until Sep 2017 but recently I have been laid off (last day was on 02/28/17). Also my employer has mentioned that they would revoke my H1B. I wanted to change my status to H4 after few unsuccessful job trials. 

If I file for Change of Status before end of March, would I still be considered as out of status during last 20ish  days (or) will I be in 60-day grace period and can change my status to H4?

Truly appreciate any help on this.
