H1B-H4 COS - RFE

Hi,

I have filed H1B-H4 COS & H4 EAD for my wife. By the time I have applied H1B to H4 COS for my wife, her previous H1-B got expired by Sept, 2016 and that was her previous employer. Her current H1-B was still in processing with her current employer. We have mentioned the same in cover letter and provided the necessary documents i.e In-Processing Receipt Notice along with previous expired H1-B approval notice for more clarity.

But, we have received an RFE asking "Explanation for Delay in Filing".

I would need your guidance how an RFE can be responded in this case, please provide your inputs and please provide any sample formats how I can frame my response for those who might have experienced the similar occurrence. Thanking you in advance.
