AC21 with I-140 revoked after 180 days

Came to US on Feb 2006 through Company 1

I-140 Approved on Jan 2009 through Company 1

Moved to India on May 2012 (6.3 years) through Company 1

Quit Company 1 on Aug 2012 and joined Company 2 in India

Came to USA through Company 2 on May 2014 (after 2 years) through L1-A

I was told by Company 1 that they have sent requesting USCIS to revoke my I-140 sometime in 2013.

My question now is, with the new rule effective Jan 2017, will I be able to use my old I-140 (which was requested by original petitioner to be revoked in 2013 - after 4 years of approval) and have Company 3 file a new Cap exempt change of status H-1B?
