H1B visa stamping - traffic Misdemeanor ticket

hi,

I am going to India in Dec 2016 end and have to go for visa stamping to come back to USA.

I have a court case for traffic violation (reckless driving speeding) in state VA.

Case information :
Charge : RD-SP IN EXCESS 89 MPH over 70.
VA law section: 46.2-862
Case Type : Misdemeanor
Class : 1
No accident or property damage.
General traffic district court

Final disposition by court. Paid Fine : 250$ (No Jail Term, No License Suspension).
in VA, anything driving over 80 is treated as reckless driving

While filing DS 160 what should I answer for this question :

Have you ever been arrested or convicted for any offense or crime, even though subject of a pardon, amnesty, or other similar action?

And can you please tell me what is the possibility for visa stamping when you have such case.

I believe this is just Traffic violation... i Also got Traffic ticket for speeding but i marked this as NO
