AC21 NPRM Status?

There was a proposed amendment to AC21 in Dec 2015 (NPRM).

 

Under the proposed amendment the previous employer will not be able revoke the petitioners I140. As result the new employer can secure H1B extensions based on the previous employers I-140.

 

Is the proposed amendment approved by DHS? I'd be grateful if you could provide some information about this.
