Its becoming normal nowadays, wait for 15 days more and reach out to USICS if you dont get it. -
Its up to you. If it was me I would do premium processing and get done with it asap rather than waiting for 6 months.

New H1 might be needed if the old H1 with emp A was revoked. New H4 and EAD will not be needed, unless you want to keep H1 and H4 expiry dates in sync.

You are already counted towards the cap when your first H1 was filed as a cap subject H1, you don't need to go thought the lottery again when you join a new cap subject employer later.

Are you in EVC model? If yes, then if the client ends the contract then you employer will automatically let you go if he can't pay you. If he is not paying you, you can file a complain. If you perform well then you client will extend your contract (wink wink). -
Work for Emp B for 2 months and then apply for transfer to Emp A. Emp A can do a corp to corp for the 2 months if you want to be on the same job.

I don't think they are considered public charge. But its just my personal opinion. -
You H1 petition should be withdrawn asap or else you will end up loosing F1 and H1 if the petition is approved after Oct 1st.

If the H4 is approved after Oct 1st, she will be back in H4. Last action rule will impact her. Its better to talk to an attorney and withdraw the petition at the right time. -

1. USCIS need not necessarily respond in 180 days, there is no such rule for them to respond in 180 days. It can take around 180 days usually, we are not in usual times with Covid. You can wait for the MTR. 2. What is the RFE about? If you can reply to the RFE then you should do it. If the H1 was submitted under consular processing, then you will have to leave and get stamping done to use it. Your attorney will be able to tell you if it was filed under Consular processing (my guess- It is).

You might be covered for the location change, but if the job duties are changing then it will need amendment. Usually change in client will need an amendment as the job duties will change. -
New employer will need to file a Concurrent H1 for you to work for 2 employers.
