I have an approved I140 with a priority Date of Mar 2011. There was a proposed amendment that restricts employer to revoke I140 if I change my employer. (Effectively I can retain my priority date) I'd be grateful to know if the amendment was approved. Thanks!

There was a proposed amendment to AC21 in Dec 2015 (NPRM). Under the proposed amendment the previous employer will not be able revoke the petitioners I140. As result the new employer can secure H1B extensions based on the previous employers I-140. Is the proposed amendment approved by DHS? I'd be grateful if you could provide some information about this. Thank You.
