H1B to H4 to H1B, can I apply for H1B visa stamp in Mexico?

I had my H1B visa stamp (applied in home country) before, and then switched to H4 status - currently have H4 valid visa on my passport. My new H1B petition and COS (from H4 to H1B) has been approved a few days ago. I have international travel plans later on this year, so i am planning to apply for a new H1B visa stamp in Mexico before job starts. 

 

I have seen people have successful experiences getting visa stamp in Tijuana consulate, switching from H4 to H1B. They said H4 to H1B is the same category. I am planning to go to Nuevo Laredo consulate to apply for the visa stamp. I called twice to consult on the eligibility of my case, one said yes and one said no. So i got really confused.  I can't reach Tijuana consulate by phone to ask about my specific case. 

 

I am planning to do the visa stamping next week, so that i can come back to start my new job on time. Anyone had similar experiences (successful or unsuccessful) experiences as mine, could you please share here? Thank you so much!!!
