Visiting any developed nation europe canada australia or NZ with an US arrest record and no conviction

It would depend on the reason for the arrest. CANADA is the only country with direct access to US Criminal records. Schengen countries do not. If you must visit Canada you can drive over and if he does not let you in come back with a U turn. This is the surest way to find out. If they do not let you in you return. The other way if you want is to consult a Canadian Immigration Lawyer. But lawyers hedge their bets. hence drive to the border and see what happens. If you do not have a visa apply for one. If they give you a visa then they will let you in. If you already have a visa try the border as suggested. Let us know.

Arrest record can be sealed in my state but expungement of court case record which was dismissed after pretrial diversion cannot be expunged. Sealing of arrest record in CA is not easy to achieve and judge has to get factual innocent findings to approve sealing of fingerprints and mugshot

There are no problems for Europe.(Except UK,). For others if there was no convictiont the arrest record wont really matter. The question asked on the visa forms is if you were convicted of a crime ( Although in some cases they do ask if you were ever arrested). Also prostitution is legal in parts of Europe so I don't see how they can stop for things legal in their country.

Not quite sure on return to the US. but if you were not convicted, I don't see how the arrest record will matter.
