My PERM application was denied after an audit. Should my employer appeal?

Reason for denial was that another applicant had matched the minimum qualifications. my employer's lawyer had provided reasons as to why the other applicant was not considered in the recruitment report . is it wise to file motion-to-reconsider or to withdraw and re-apply PERM? I'm very nervous because I only have a couple more years left on my H1B. Thank you for your time!

U could do motion to reopen to obtain earliest priority date and also have ur employer start new go process
