Green card letter received from NVC for parents and children are above21

Hi All,

 

My uncle filed for green card of my father and us in Jan 2003, total 4 family members on the file (father, mother, 2 sons), my age is 29 years and married, whereas my brother age is 25 years (DOB Oct 1990) as of today.  He is in US right now on F-1 visa and pursuing his Graduate studies.

 

Green card was filed in Dec 2003 and my uncle has received letter from NVC (Aug 2015) stating that they are going to set up interview for my parents, I am wondering can my brother qualify under CSPA, i tried to calculate his age but seems i am doing some mistake? Could you please advise?
