H4 visa stamping in Toronto, Canada

All,

 

I am currently staying in NJ, USA on dependent visa (H4 status), would like to extend my H4 status as per the H1-B approval (approved) from USCIS to my spouse.

 

I have submitted I-539 status extension/change application for H4 status along all the required documents on May 28th 2015 and waiting for approval notice from USCIS. USCIS status says as of today  " Case was received " . It seems this process taking long time to approve my application / I-539 Form.

 

Please clarify below clarifications:

 

1. During this process can I travel to my home country or not ?

2. Can I go for H4 visa stamping at Toronto, Canada  OR  Mexico ? which is better ?

3. Is it the right time ( in August 2015 or September 2015 ) to go for H4 visa stamping ?

 

4. Please, I appreciate your valuable inputs and suggestions to the above clarifications and quick responses. Thanks in advance.
