H1 B VISA and petition expired in 2010, exemption quota

Hi,

 

My H1B petition validity Dates from I-797: 10/01/2007 through 09/20/2010.
 
And I got H1B VISA stamping in India in 2008. 
 
H1B Visa Issue Date: 03/12/2008 and Expiration Date: 09/20/2010
 
I never used this VISA to travel US during that period. 
 
Currently I am in US on L1 B VISA came in August 2014
 
Please let me know, is it possible to transfer my expired H1 b petition. Am I exempted from quota?

Thanks for your response and really appreciated.

Is there any specific time where i need to find for a new employer to transfer my H1 or can I initiate my expired H1 anytime? And are there any specific things or procedures I need to follow. please advise me.
