pradeepcsu
You can go to Canada but home country is advisable. Link to comment
jairichi
You can go to an US consulate in Canada. Many people have done that. But, VO has the rights not to entertain your application. It is always suggested to go to home country. Link to comment
ad2010
Yes you can go to Canada for first time H1B stamping. (F1 to H1). Lots of my friends went to Canada for F1 to H1 stamping. Note: You cannot go to Mexico and Jamaica for F1-H1 stamping. They only allows renewals. Link to comment

I've US masters degree and currently on H1B extension. Link to comment
