Convert from H4 to F1 - Urgent

Hi,

 

My wife is on H-4 visa currently and is enrolled in a full time Undergraduate program in a university. She plans to graduate in Dec 2015, but we would like to transfer her to F1 visa. 

 

My company has agreed to file my Greencard and are currently on the Prevailing Wage determination step. My questions are:

 

1. Since my company is still on the PW determination step, does that mean that there is no file of my name currently present in Department of Labor?

 

2, If we do file for my spouse's F1 visa, do we mention that there is a greencard application on file for the H1B visa holder (In this case, it would be me). 

 

3. If we get the F1 visa approved, would it be safe to go to Canada and get it stamped? Or are there chances of her visa stamping getting denied based on the fact that F1 is not dual intent and the H1B holder's employer has a GC application in process?

 

This is what we are planning but we are not sure if this is the right way and/or if it is doable?

 

Apply for I-20-->Apply for F1 visa-->Go to Canada-->I get a H1B stamp while spouse gets F1 stamp.

 

Please advise.
