Effects of DHS shutdown due to funding issue

Experts,

 

Since there are lots of talks about DHS shutdown if there is no bill passed before Friday (2/27), will this affect the timeline(delays) of PERM labor application and I-140 applications? Will this be similar to the Govt shutdown similar to Oct 2013, where all the labor and GC applications were put on hold?

 

Kindly comment as clearly as possible.

PERM labor is part of Dept of Labor DOL, so that will not be affected. I-140 may be affected if DHS shuts down.
