H1B Approved without I94....going for stamping

Hello Friends,

 

My friend H1 extension got rejected at California service center in December, 2014. After two weeks he applied for H1 extension again in Vermont service center which got approved but without I-94 at end of January, 2015. His previous I-94 was till June, 2014. His employer suggested that he should go to Visa stamping ASAP.

 

It was written that consulate: Hyderabad on his H1, but we heard so many cases where they went to different country even when consulate is given as home county town on their H1.

 

Now he is thinking of going for stamping Tijuana, Mexico. But in below link 4th point under Who cannot apply in Mexico: suggesting something different.

Unfortunately he has been out of status from June 2014. Once the first petition has been denied in December 2014, he would be acruing illegal stay from the day his I-94 expired i.e June 2014. I think going to Home country and the consulate mentioned is best.
