First, you are out of status

Second, you cannot get 17 month OPT ext without a job.

If that F1 student did not change to a different status then not only it is out of status but might be illegal stay in US.

The student applied OPT extension using a job letter from a desi consultancy and surprisingly was issued 17 month STEM extension without any RFE. At the end of 17 month OPT without working a single day student got admission in MBA program and has valid I-20. Is the student still in status or not? The student is working all the time of 27 month OPT in a field of related to degree.

Your statements are contradictory.

"At the end of 17 month OPT without working a single day student got admission in MBA program"

OR

"The student is working all the time of 27 month OPT"

Which one is true?

What i assumed was that he wasn't working, but got some fraud consultant to sign some paper claiming he did work...

Such fraud would of course backfire eventually.

Sorry for the confusion. The student is working through out 27 month of OPT in different field on 1099 not related to the degree at all.
