I-130 for Spouse in Dubai -- Mailing Address or Residential Address

My wife and I just got married last month, and I am currently a US Permanent Resident. I am in process for citizenship and hope to get it soon, but I will file the I-130 right away.

I have the form mostly filled out, but there are 2 items that are somewhat confusing to me -- C2 and C19. Both ask for the address of the Alien Relative.

My question is twofold:

  1. Is there any difference between the 2 items? C2 is simply labeled "Address", whereas C19 is "Your relative's address abroad".
  2. Is this supposed to be a residential address or a mailing address? Is one residential and the other mailing? Here's why I ask. She currently works in Dubai, and the mail system is a bit different there. Mail is only sent to PO Boxes, and not all residences have PO Boxes. In fact, to get a PO Box for your residence, you need to pay for it separately. As a result a large number of people on UAE employment visas skip getting a PO Box of their own and use their employer's PO Box as their one and only mailing address. This is the case with her. So does the I-130 form expect a residential address or a mailing address?

C2 is simply labeled "Address", whereas C19 is "Your relative's address abroad". - Yes some times it will be different - Mother came to US and applying for GC. Here Address means current USA address. Abroad address is India address, that is her original address. If she is in india, probably both are same.
