FOIA without Alien Number

Hi Guys,

My I140 approved last week and I went to USCIS office today(Infopass) and the IO said I dont have Alien number on file. She looked in the system with my I140 Reciept number and could not find any .She mentioned only reciept number is enough to get the copy . Just want to know any one in the past done it sucessfully and got the I140 approval copy thorugh FOIA with out Alien Registration Number.

 

Also can you please let me know if I can just Email the Scanned copy of G639 to USCIS without sending Mail.
