Applied for Change Of Status h4 to f1

I have applied for change of status from H4 to F1 on 31 Nov ,2014. My college gave me I-20 stating I should report no later than 20 Jan,2015. If I did not get COS approval before that date do I  need to defer the admission?

Yes, if your university does not allow you to join when your COS is pending.
