Different I-94 numbers, which is correct to enter in I9?

Please find the list of actions in chronological order - Was on H4 ; Applied H1 with COS on Mar 31, 2014 in CAP ; Approved H1 with COS october 1st received in July, 2014 with old I-94 number ; Traveled outside US in August, 2014, went for H4 stamping ; Reentered US on H4 in the last week of August, received new I-94. I think as per last action rule, I am automatically on H1 from October 1st. Is this correct assumption and which I94 should I enter in I9 form.
