Applying for H4 with my H1 approval (without stamping)

Hello,
My case: I have valid H1 approval (without stamping) till 31 dec.15 but since my employer do not have work right now. Can I apply for H4? As my wife is having H1 stamped. We both in India now with same employer. 
1. Can I stamp on H4? 
2. What if the VO ask; why I am travelling on H4 instead of H1? since I have H1 approval. 
3. Do I apply for H4 while my principal H1 (my wife) in India? or Do I apply while she enters into US? Does it make any difference.? 

Please help me - As I have to apply it this week itself.

- The thing is for rightnow since it's a consulting company they dont have work for me at this stage. But, I cant even tell such to VO or else they will create a doubt that why did that company hired me and did H1. 

 

Please give me some genuine answer what do I have to tell VO? so that it couldnt create any problem.

Ofcourse you told the truth. But if I say to consulate this things that I dont have a work doesnt it make a difference in getting my H4? or what should I give the reason other then that?
