or is it possible to book appointment in mexico please clarify

I don't think so. I had interview in Matamoros, Mexico two days back. I got first H1B stamping in Vancouver. They will ask - "Is this your first H1 stamping or renewal"

In my previous post the information posted from Matamoros consulate.

Tijuana consulate has different and it says you are ineligible and but other consulates its fine.

I WOULD SUGGEST YOU TO EMAIL THE CONSULATE DIRECTLY IN WHICH YOU ARE PLANNING TO GO.

THEY WILL LET YOU KNOW ABOUT YOUR ELIGIBILITY.
