important question regarding opt! the case will be very interesting for every one please help me out

Hi All, By the time I am graduating in the last sem in my Maters due to bad grades my admission got cancelled and I am in an assumption that I will graduate and applied OPT .But I have raised petition to get back admission by dropping one of the course which got bad grade. Petetion disapproved and there is very short time i cant move to other school and SEVIS got expired by that time opt  card is in production and didnt think of it at that time. Comming back to status is a great deal for me in that situation.Travelled to mexico came back to US joined in new school and graduated recently.After that I have plan to apply for the OPT and while filling the OPT i came across a question HAVE YOU EVER APPLIED OPT PREVIOUSLY? in I765  which is true in my case and got approved OPT previously as I am in an assumption that once the sevis got terminated OPT will also get terminated by default which is not true.Then followed up with old school DSO and she tried for withdrawl with uscis and emailed my situation and CIS said its too late to withdraw and then  followed attorney , he didnt give me confidence and i am disappointed. at that moment.Then followed the new school DSO and she said apply as a fresh applicant(in the sense opt applying for first time  and she told dont check that I have applied previously) as I am in a new sevis , she told me that you have chances of getting(which applicabe and suceeded for few people in that case) opt again with out check in those previous opt related questions and without  submitting the OLD i20's?

Now please answer me the below questions

1. What are the chance of getting the OPT are there any previous cases sucessful based on the same scenario as mine please share the sucess rate?

2.What if the opt denied how long will be status active for transition to new school or getting admission to same school as per the  new school DSO there will be 10 days transition time to move the status to completed(expired in our sense)

Please help me , i am under intense pressure

 

NOTE: I HAVE APLLIED THE OPT RECENTLY AS PER THE NEW SCHOOL DSO SUGGESTION

Since the OPT was approved before you changed schools, you have used OPT and you are not eligible for another OPT at the same academic level.

You can get a new OPT only for a higher academic level.

Actually I have never used OPT a single day .It was approved on 3rd of feb and sevis expired on 5th feb.So, I already applied for OPT now as per the new school DSO suggestion on new SEVIS.she said it was positive and worked for some people .is that possible as I have not sent any of the prev. school i20's.if fails they directly denies or they will ask rfe .if they denies my sevis soon will get terminated. or not I have an admit for the PHD and there will be some time for the Phd that means to transfer to other school??
