GC is for the future job, the process (starting with PWD, PERM etc.) could be started anytime irrespective of the fact whether you are in US or outside US. Link to comment

As itsmeusa said applying for GC has nothing to do with your visa or I94 as it is for future employment. It can be done from anywhere in the world. Link to comment
