submitting H1 (no-cap) based on DOS recommendation

Hello All.

I have seen posts where folks seem to have been able to submit H1 application on the basis of DOS recommendation. If you have been able to do this, could you share the name of your university?

I have DOS favorable recco and USCIS receipt notice. I am trying to appeal to my school to submit my H1 application on this basis since my J1 visa expires in few weeks. If other schools have done it, that means it is technically possible; if it's only a matter of each school's policy then I am going to try and appeal to some higher ups in the system to see if the policy can be reevaluated.

It is possible as I have spoken to an attorney when my wife was on J2 with HRR and her employer was ready to file her H1B petition with a favorable decison from DOS. If your school does not want to do so then it is a matter of their policy and they will not change it based on one such case.
