Birth father sponsoring adopted child

I have a odd question to ask here.

 

I have a friend who's birth father (biological) is US citizen. He was adopted at birth by his uncle. He is over 18 years now and citizen of Canada. Can his "birth father" sponsor him to immigrate to US?
