Mom Green Card - Complicated case

I applied GC for my mom as my dad had to travel to India to take care of my grandma. I got notification for her I-130, i-485 and I-131 and it has been received and she got her bio-metrics appt letter for March 10,2014. In the mean time my dad met with an accident and the injuries were life threatning. So I took a info pass appt in Baltimore, MD for an emergency AP. The consular lady said they provide AP only for death that too with death certificate. After requesting multiple times, she said she can try as we had to leave the same day. She tried to call the doctor in India(we had a letter from the doctor on an email with their hospital letter head). She was trying to call him at India time 2.30AM. Then she told us that she didn't have long distance access on her desk phone and the call had to be made from that particular phone. To get the phone connection it might take few hours and after that it will take another few hours before she can give us the AP. As we had to leave to the airport by 5PM and it was already 3.30PM. So we just picked up the passport and left. Even then it was no use as my dad passed away before we landed in India.

 

So now, I have already mailed the i-130 and that lady said I can request that to be transferred to the local consular processing. Is that true? If so, what is the procedure on this?

 

How long does it take to do the consular processing? What are the forms needed to be sent for consular processing?

 

Anyone else have the same situtaion, please share your story..
