Spouse H-4 extension and conviction

Need your advice, will appreciate if anybody could help. 
My spouse is on H1B visa and i am on dependent H4 visa and have one old misdemeanor conviction. Now the attorney/employer of my spouse is extending our H1 and H4 for that i am filling I-539 form. In the form there is one question 3.d.1 that "Have you, or any other person included in this application, ever been arrested or convicted of any criminal offense since last entering the United States?" My question is, Is this only from last entering the united states? Because i have been out of country at least twice after this conviction.After I came back to United states, there were no issues. So Can I answer this question as "NO"

The question is Have you ever been arrested ....Not when the last you have entered?

Then why the question is not asked only like, "Have you, or any other person included in this application, ever been arrested or convicted" Why is this added at end since last entering the United States?
