H1b 2014 - Receipt Number?

Hello all, my company filled for my H1B 2014 today. How long does it take for the USCIS to generate a receipt number? Our lawyer stated that after 5 days once USCIS knows how many applications it received and if it exceeded the quota?

Please can you clear this for me and if this information is correct?

Also, i was working on L2 - EAD untill last year Sept 30 - I had to leave a stable job as I could not make into H1b - 2013 quota. I am currently on H4 but the employer who filled for me is ready to hire me starting Oct 1st. Is this an issue? I have worked in the US since 2009 - till Sept 2012. Please advise. Thank you.
