Hi All
Even if you are not able to upload your picture also it is not a issue. You can submit your picture at consulate. I had same issue for my DS-160 and I submitted my picture with specification which I got from walgreens at consulate and there is no issue in it.
Even though electronic DS-160 system accepts your picture but at the consulate if officer finds it is not clear then you need to get new photos at consulate. They will charge you 100 rupees for it.

This error appears randomly and you can get through it if you try uploading the photo again and again.

Try putting the same pic in a drive other than the drive where your OS is installed.As locations like desktop or OS installed drive have to be given some admin priviliges on Windows Vista/Win 7..Win XP should not give this problem irrespective of the location of the image.I faced the same error on Win 7 when I placed the image on the desktop.I moved it to another drive and it uploaded in a super cool manner!!!

check that there is no space in the path of the file on in the file name
