H1B-L1A COS denied - new L1A

Hi,

I was in USA on H1B for 5 years at time and then travel back to India , after 4 years then travelled to US on same H1B and stayed 1 year ,at of the 6th year we filed COS for H1B to L1A Individual as i was working as delivery manager , however the COS denied with reason 'no evidence that i am managing offshore team'  hence came back to India and working for same company in same role (Delivery Manager) , now its almost 11 months over now would like to go again for L1A , can any one please suggest me that i should go for L1A individual or L1A blanket ? which one is good? and when should file a petition i am mean should I wait for 3months or i can file in next month itself as 365days cap is over.
