I 140 Denied. Need Help!

Hello All,

Brief Overview:

I applied for my PERM Application in July 2015 and got approval in Jan 2016. My Employer had applied for I 140 in May 2016 ( took time to put together all documentation). It had been over an year since the application went in and i got an RFE in Jan 2017 . We responded to the RFE May and also upgraded the application to premium. I got a NOID ( NOID was basically asking the ability of the employer to pay his employee) in June for which my attorney responded in 1st week of July. I got denial decision today. Reason am yet to know.

Questions:

1) Now that i listed all the dates, Is it possible for me to re apply for another I 140 with existing PERM approval?

2) Or, Should i go for Motion to appeal for the denied I 140? If so, what are my chances of approval and also what's the time line am looking at?

3) If neither of above, Should i stick to same employer or move to a different employer to increase my chances of approval with new PERM application?
