H4 to F1 after starting classes.

Hi, 

 

I'm on H4 and planning to start my college this September or a January. Once I have the admission from a college/university, I know I can start my classes. However, if I want to convert to F1 after the classes started, is it the same process and is there any thing that I should know. 

 

Main reason for me asking this question is because in one of the university website, it said I cannot start my classes if the H4 to F1 COS is pending with Uscis. Please advice me on my request.
