H1B renewal - Out of cap

Via Company A, I got H1B issued for duration Sept-2007 to Sept-2010.
I was in USA from May-2008 to March-2009 via same Company A.

After that I came to India in March 2009 itself. I joined in company B and I got B1/B2 Visa issued from Sept-2011 to Sept 2021.

I have spent only 10 months in USA on H1B. Can my H1B (Sept 2007 to Sept 2010 ) be renewed out of cap in June 2017 now ?(Using old documents) (if I get a sponsorship). On B1/B2 I travelled to USA 3 times in 2015/2016.
