Labor Certifications after Employee Layoffs

Employer had layoffs in last 6 months and they are notifying those laid off people about this new position they opened for PERM filing.

How long this process will take (notifying laid off people and validating their qualification if they apply for it)? is there any rule on timeline wise from DOL.
