Date of filing vs final action date

Hi,

In the July visa bulletin, the final action date for EB1 India is Jan 2012, however the date of filing is current. Does it mean that the AOS application can be filed now instead of waiting until October 2017?

I am in the same boat as yours. My lawyer informed me that we cannot submit AOS in July as USCIS specifically indicated in the bulletin that for July, submit AOS only by following final action dates.  Either we have to wait until the final action dates becomes current or when USCIS accepts AOS based on filing dates in the following months. Need to wait for August bulletin!
