Employer denying premium processing or i140

My employer is not allowing me to do premium processing of i140. Currently I have an emergency situation where I need to get my i140 so that my spouse can get H4 EAD. She only has a few months remaining on her visa. I tried to talk with him but he doesnt agree. I think he is afraid that will get a RFE or just wants to hold me for long. Has anyone else been through this and what can be done? Is there another way I can do premium processing for i140? Thank you.

I-140 belongs to employer. You cannot do anything here other than requesting and talking to them.
