Changing employer when h1 is in progress but have valid h4

Hello, 

I am currently working on h4 EAD as a consultant through employer A for Employer B.

A has applied for my H1 as well this year which has been picked in the lottery and is under processing. 

Now B is asking me to join them full time. But can I do so with the H1 still in progress because I have H4 EAD valid. Or do I have to wait until the H1 case gets approved and then make the transfer from A to B. 

Any guidance is highly appreciated!

To be considered counted in the quota, you have to start working for the original H1 employer. Only then would a transfer be possible.

Of course, you can work for B with the H4 EAD, but when the H1 starts you would have to go back to A.
