Can H4 spouse able to travel back USA when primary applicant H1b is in Admin processing

Hi,

We are planing to visit India this summer and we got our H1b and H4 extended after our I-140 approval.

My question is that (hypothetical).

Lets assume my spouse is going first for interview and got her H4 stamped and i go later for my H1b interview, where told that my stamping is on hold and given 221(g) (Administrative Processing). Will my wife able to travel back to USA with her stamped H4?

That would not be possible, because you need to have a valid H1 for her H4 to be valid.
