I140/I485 Concurrent filing

Since the EB1C Prioirty date is out and Nebraska Center has so many backlogs since last year, will the USCIS continue to approve the I-140 only between June and October for the 2016 backlogs or wait till the EB1C priority date becomes current again?

I-140 application can be processed (approved/rejected/RFE) regardless of whether the I-485 PD is current or not. Check processing times for your service center for I-140 applications to understand when it will get processed.
