H1B status is pending but need to apply visiting visa to parets

Hi,

My parents are currently staying in Dubai, They are planning to visit India at end of this month. I applied for H1B extension but dont know when I will get it. May be I will get only the receipt number by the time my parents arrive india. Can I use that number and let my parents to go to the visiting visa interview?

Is there any way to go to the visiting visa interview in Dubai, if they will not make it in India.
