GC processing with new employer

Hi,

Iwas employed in Company A with I-140 approved.Company A was merged with Company B and my H1B was transferred to company B and have a valid petetion till 2020. Company B planning to restart PERM and I-140
Meanwhile, Received an offer from Company C and they are willing to sponsor GC.
1.Can H1B be transferred to Company C
2.Can Company C apply for PERM and I-140 and be able to retain the Company A I-140 PD
3.Any issues in GC processing by Company C since I did not have I-140 approved by the previous employer.
