China Business visa with AP

I'm an Indian passport holder currently employed at a US based company and have to travel to China for work at least 4 times a year. I used my AP documentation and EAD to get a 6 month double entry visa twice last year from the Chinese consulate in Houston.

 

When I tried to apply for it again this year, the consulate rejected my AP documentation stating that they need a valid VISA for non US passport holders in order to get a Chinese business visa!

I guess the Chinese consulate is not convinced of my ability to return to the US even though the DHS is?

 

I'm applying through a visa agency, and all of my correspondence with the consulate is via them. I'm not sure if it's just the agency being incompetent. I'm also confused as to why the consulate was ok with issuing me visas the previous two times with just an AP and EAD, but now all of a sudden they require valid US visas. What are people like me that are AOS supposed to do? Get fired as I'm unable to do a key part of my job description?

 

Any help would be appreciated.
