Discrepancies in H1B Status

My H1B petition extension was filed on 15th November 2016 . Looking at the status of the Dec 31 and Jan 31 which was processing October 2, 2016.

I was a bit relieve that my New Petition will arrive by April or May at least.

Looking at the latest status of Nebraska posted on 17th April , I saw their dates went back to July 8th 2016.

Does anybody knows how this delay happening ? How the Nebraska processing went back to July 8th from October 2.

please share if anyone have any idea
